Already effective 11/14/2025: Provider groups and sole proprietors that provide JIY TCM must be enrolled with Alaska Medicaid as a listed provider type, and must submit the TCM provider attestation.
Existing providers add JIY TCM by submitting an Update Provider Information Request Form, selecting Add Specialty Code and entering specialty code 071 for Justice Involved Youth, and sending the Group Targeted Case Management Attestation with the form to HMS Provider Enrollment.
New providers can select Justice Involved Youth in the specialty section of the enrollment application.
Within a group, each individual providing JIY TCM must complete and sign the Individual TCM attestation, and the enrolled group must ensure each individual meets Alaska Medicaid's minimum qualifications and keep the attestations available to the department on request.
JIY TCM providers must complete a comprehensive assessment with periodic reassessment, develop and revise an individual service plan, assist with referrals and scheduling, and monitor and follow up on the service plan.
Alaska Medicaid covers a total of 30 hours of TCM in the 30 days before and 30 days after release.
Additional hours may be approved with medical justification and prior authorization from the department.
Reimbursement for JIY TCM follows the fee schedule.
Urgent travel: Urgent travel requests must be accompanied by the Urgent Travel Request Attestation, a one-page document that enrolled Medicaid providers involved in the member's care can sign.
Submit the attestation by email to AKUrgentTravel@gainwelltechnologies.com before requesting travel.
Urgent travel requests are made by phone to 907-644-6800 or 800-770-5650, option 1,7.
Do not submit an urgent request by fax or DSM, because those requests are processed as standard NEMT requests.
Claim reprocessing: When a rate is changed retroactively, providers should expect up to 60 days for system reprocessing of impacted claims once the rates are loaded and the impacted fee schedule is published.
Providers are not required to wait and may initiate an adjustment before system reprocessing.
Appeals: Appeals are returned when the claim forms are not provided, when a provider appeals an appeal that was already reviewed (these go to second level), when the appeal form is incomplete, or when a claim should be adjusted instead of appealed.
Claims that were denied should be resubmitted as a new claim with corrections, and paid claims that need updated information should be submitted as an adjustment.
