Summary
Alaska Medicaid has implemented multiple operational changes effective August 1, 2026, including new provider enrollment submission requirements (standardized email subject lines, one Medicaid ID per submission, fax coversheets), expanded DocuSign capabilities for enrollment and revalidation forms, updated tribal billing manual (complete revision with no program changes), FY 2027 fee schedules being published in July, and reinforced billing requirements for dual-eligible members (Alaska Medicaid is payer of last resort except for IHS coverage). Additionally, Electronic Visit Verification (EVV) geofencing implementation is planned with stakeholder engagement ongoing.
Action Required
By August 1, 2026: Billing and administrative staff must implement new provider enrollment submission procedures: (1) All new provider enrollment emails must use subject line naming convention 'APP123456-AK'; (2) All revalidation emails must use 'PID1234567-Revalidation'; (3) All update/change request emails must use 'PID1234567-Update'; (4) Fax and DSM submissions must include required coversheet; (5) Submit only ONE Medicaid ID per email/fax/DSM to avoid document oversight; (6) Checks must include identifying information in memo field (e.g., 'Enrollment fee App PID1234567'). Immediately: Review and disseminate the complete Alaska Medicaid Tribal Billing Manual revision to all providers and staff; submit feedback using subject line 'Tribal Billing Manual Comments:' by September 15, 2026 to doh.hcs.operations.info@alaska.gov. By end of July 2026: Obtain and review FY 2027 fee schedules as they are published on DHCS and DBH provider fee schedule pages; update billing software with new rates. Ongoing: Verify dual-eligible member coverage and bill primary insurance first (government or commercial) before billing Alaska Medicaid, except for IHS coverage.
