Summary

This policy notifies nursing facilities and intermediate care facilities about the automatic 2.6% Social Security Cost-of-Living (COLA) increase that took effect January 1, 1996. Billing teams must review the COLA UPDATE REPORT provided by Unisys and reconcile patient payment amounts in the Turn Around Document (TAD) Block #35 if discrepancies of $1.00 or more exist, with notification requirements to County Welfare Agency or ISS depending on the difference amount.

Immediately upon receipt: Billing and patient accounting teams must (1) obtain and review the enclosed COLA UPDATE REPORT from Unisys, (2) compare the NET INC AFTER column (beneficiary's PA-3L available income) to the PATIENT PAYMENT AMOUNT in TAD Block #35 for all listed beneficiaries. If difference is $1.00 or more: Update Block #35 to reflect actual patient liability, submit corrected TAD to Unisys P.O. Box 4805, Trenton, NJ 08650-4805, AND inform the County Welfare Agency or ISS area office that a new PA-3L needs to be completed. If difference is less than $1.00: Update Block #35 only and submit TAD to Unisys without notifying welfare agency or ISS. Failure to reconcile patient payment amounts may result in incorrect billing and payment collection issues. Retain this newsletter in policy files behind the blue tab marked '5'.
