The Oregon Health Authority proposed updating the calculation method for the fee-for-service ground emergency medical transportation (GEMT) supplemental payment paid to public providers, meaning governments and federally recognized tribes. The new method would use standard add-on payments of $888.00 for procedure code A0429 and $842.00 for procedure code A0427 to supplement fee schedule rates. The current method is a cost report process, and the estimated annual Total Fund amount for this State Plan Amendment is $2,618,000.

Ground ambulance services are medically necessary with documentation of ANY of the following: the individual's medical condition requires transport from the site of an emergency, accident or acute illness to the nearest facility capable of providing appropriate treatment, or interfacility transport for admission is needed when the transferring facility is unable to provide the level of service required. Transport provided primarily for the convenience of the individual, family or physician, transport to a physician's office, physical therapy, diagnostic or therapeutic services, home or other non-emergent outpatient services, and transport that would be otherwise appropriate in a stretcher van or wheelchair van are a benefit plan exclusion and not eligible for coverage.
Independence Blue Cross MA12.002e policy reaffirms existing coverage criteria for ground and sea ambulance transport services (emergency and nonemergency) for Medicare Advantage members, effective 09/22/2025.
