Summary
Illinois Department of Human Services has re-assessed Managed Care Organization (MCO) Provider Assessment fees for fiscal years 2026 and 2027 based on updated member month data and now includes FIDE SNP member months. MCO organizations must remit adjusted assessment payments with any over/underpayments redistributed across remaining 2027 monthly installments starting October 2026. Tax tier rates have increased for FY 2027 (Tier 1: $116.90, Tier 2: $0.90, Tier 3: $5.60).

REQUIREMENTS:
- By September 1, 2026: Finance/billing team must obtain re-assessment remittance notices from the Illinois HFS SharePoint site (automated email from hfs.smtp.noreply@illinois.gov will notify designated contacts when documents are available). Contact HFS.ProviderAssessmentUnit@illinois.gov or 217-524-7110 immediately if SharePoint access is not available.
- Verify organization's re-assessed tax amounts and member month calculations on remittance cards for both FY 2026 and FY 2027.
- By October 1, 2026 and ongoing monthly: Finance team must remit October 2026 and subsequent monthly MCO Assessment payments using updated tier rates ($116.90 for Tier 1 in FY 2027). Ensure payments are submitted via separate ACH Credit/Wire Transfer transactions (NOT combined with other HFS payments) with all required field information: ORIG CO NAME, ORIG ID (TIN), ENTRY DESCR (HFS Tax ID from remittance card), ENTRY CLASS (CCD), TRACE NO, ENTRY DATE, IND ID NO, IND NAME, REMARK (specify payment month and TIN), ORIG BANK.
- Update internal accounting records to reflect any over/underpayments that have been incorporated into October 2026 through June 2027 monthly installments.
- Consequences of inaction: Failure to remit payments by due dates or submit payments as separate transactions will result in improper crediting of accounts and potential compliance issues with the Illinois Department of Human Services.
