Summary
Maryland Medicaid is implementing a mandatory Home and Community-Based Services (HCBS) Cost Survey effective July 1, 2026. All HCBS providers who billed Medicaid from July 1, 2025–June 30, 2026 must complete and submit the survey by September 30, 2026, reporting cost, utilization, workforce data, and the percentage of payments spent on direct care worker compensation. By September 30, 2026: Billing team and operations staff must complete the HCBS Cost Survey in its entirety and submit accurate financial and operational data for all HCBS services billed during the period July 1, 2025–June 30, 2026. Immediately: Designate a staff member to receive provider communications from Maryland Medicaid at the email/contact registered for provider revalidation. Begin gathering all relevant financial records, operational documentation, direct care worker compensation data, utilization reports, and workforce information now to meet the September 30, 2026 deadline. Attend at least one live Q&A training session (scheduled July 21, August 5, August 20, September 2, or September 15, 2026) or review recorded training modules on the Annual HCBS Providers Cost Survey website. Ensure internal staff responsible for billing, finance, and operations are informed of survey requirements and deadlines. Failure to submit the survey by the deadline may result in compliance issues with Maryland Medicaid and could affect provider enrollment status.
