Summary
Oregon is implementing a rule requiring board-registered behavioral health associates to work for a Certificate of Approval (COA) holding agency to bill Medicaid services. The requirement was delayed from July 1, 2026 to July 1, 2027 due to high volume of COA applications.
Action Required
By July 1, 2027: Board-registered behavioral health associates in Oregon must either obtain employment with a COA-holding agency or their current agency must obtain a COA to continue billing Medicaid. Practices should submit COA applications to LCApplications@oha.oregon.gov if needed. Without COA status, Medicaid billing will not be permitted for these providers.
