Ambulance: Land/Ground 10.01.07
Excellus policy 10.01.07 considers emergency land ambulance transport medically appropriate when the New York State mandate does not apply and all of the following are met: the ambulance service holds a certificate under the NYS Public Health Law, the ambulance has the necessary patient-care equipment and supplies, any other form of transportation would be medically contraindicated, and the patient is taken to the nearest hospital with appropriate facilities for the illness or injury. Non-emergent ambulance medical transport is medically appropriate under the same certification, equipment and contraindication criteria when the specialized service is at the nearest facility with the required capabilities and one of four listed indications applies, and elective or convenience transport is considered not medically necessary. The 03/19/26 annual review removed the criteria for urgent ambulance transportation and the criteria addressing cost effectiveness.
