Summary

Effective January 1, 2027, Medi-Cal will implement new aid codes for members with Unsatisfactory Immigration Status (UIS) who are part of the Justice-Involved (JI) Reentry Initiative. These members will transition from managed care to fee-for-service coverage, remain eligible for full-scope Medi-Cal benefits, but will lose access to Enhanced Care Management and Community Support services. Billing teams must prepare to identify and process claims for these new aid codes separately from managed care claims.

By December 15, 2026: Billing team must coordinate with compliance and eligibility staff to (1) identify the specific new aid codes that will be released by Medi-Cal for JI Reentry/UIS members, (2) update billing system edits to recognize these codes and route claims to fee-for-service processing rather than managed care, (3) train front-desk and billing staff to verify member aid codes at registration to distinguish JI Reentry members from standard managed care members, and (4) update claim submission procedures to bill Medi-Cal fee-for-service directly for these members. Monitor the Medi-Cal website and future Medi-Cal Updates for official aid code lists and implementation guidance. Failure to properly route and bill these claims may result in denials or payment delays. Verify that your eligibility verification system can capture and flag the new aid codes upon implementation.
