Summary
Medi-Cal is transitioning the Learning Portal in October 2026, which will enforce individual PE (Presumptive Eligibility) certification alignment. Staff performing PE determinations must have their own MLP account with matching credentials and complete required PE training individually—organizations can no longer rely on shared training records. Failure to comply before October 2026 will result in loss of PE determination access.
Action Required
Before October 1, 2026: Organization administrators and billing/eligibility staff must: (1) Verify each staff member performing PE determinations has an individual MLP account; (2) Confirm MLP username matches Provider Portal email address—if not, create a new MLP account with matching credentials; (3) Ensure each user has personally completed and received certification for all applicable PE program training courses; (4) Communicate deadline to all affected staff to prevent service disruptions. Billing team and front-desk staff conducting PE determinations must complete their own certification training before the October transition. Failure to act will result in immediate loss of PE determination access and service delays in regaining access while completing training.
