KMAP BULLETIN: PPS Rebase for RHCs and FQHCs
Kansas Medicaid (KanCare)·KS·Provider Bulletin
Effective date
Jan 1, 2028
We identified it
Jul 3, 2026
Summary
KMAP is implementing a Prospective Payment System (PPS) rebase effective January 1, 2028, for Rural Health Clinics (RHCs) and Federal Qualified Health Clinics (FQHCs). All RHC and FQHC facilities in Kansas must submit their 2024, 2025, and 2026 (if available) cost reports by July 1, 2027, to support this rebase calculation.
Action Required
By July 1, 2027: If your practice operates as an RHC or FQHC in Kansas, the billing/operations team must compile and submit cost reports for 2024 and 2025, and the 2026 report if available, to Hallie Doud at Hallie.Doud@ks.gov. Designate one staff member to coordinate cost report assembly and submission. Failure to submit by the deadline may result in PPS reimbursement rates not reflecting your facility's actual costs as of January 1, 2028, leading to potential underpayment.
