Summary
Effective for PA requests received on and after October 1, 2018, MDHHS covers labor for repairs to wheelchairs and power operated vehicles (POVs) under HCPCS code K0739, where one unit equals 15 minutes. Providers may request no more than the allowable units listed in the MDHHS Wheelchair Repair/Labor Guide for each replacement part, regardless of actual repair time. The policy applies to Medicaid fee-for-service. Medicaid Health Plans must provide at least the services described in this policy and may offer more.

01Already effective for PA requests received on and after October 1, 2018: Include all costs to repair the wheelchair on the PA request, including parts and labor.
02To request labor, report K0739 and the total requested units on the authorization.
03Include the estimated cost to repair versus replace the wheelchair with the PA request.
04Document the specific reason for each repair on the PA request, because generalized statements such as 'item worn out' are not specific enough.
05If MDHHS paid for the original wheelchair and the DME provider is the same provider that supplied it, a new CMN and physician order are not necessary; the treating physician or DME provider must document that the repair is reasonable and necessary, submit that documentation with the PA request, and keep a copy in the beneficiary file.
06If MDHHS did not pay for the wheelchair, submit a new CMN, physician order and other required documentation with the PA request.
07For beneficiaries enrolled in a Medicaid Health Plan, check the beneficiary's health plan for PA requirements.
08MDHHS does not reimburse labor and repairs for initial purchases, during rental periods, or for items under warranty.
