Starting January 1, 2025, BCBSRI will require specific TPO (Treatment, Payment, and Health Care Operations) consent forms for all Part 2 Programs that treat substance use disorders. Claims will be denied if compliant consent is not obtained and retained.

Before January 1, 2025: If your practice treats substance use disorders and is subject to 42 CFR Part 2, implement new TPO consent forms that include patient information, provider disclosure permissions, treatment/payment operations statements, information disclosure details, and expiration/revocation terms. Billing team must establish system to retain records of which claims are subject to Part 2 and copies of consent forms, making them available to BCBSRI upon request. Failure to obtain compliant consent will result in claim denials.
