Summary
Independence Blue Cross expanded telemedicine coverage effective 01/01/2026 to include all specialties using synchronous two-way audio, asynchronous store-and-forward, and audio-video methods at the same standard of care as in-person services. Thirteen previously non-covered codes (98966, 98967, 98968, 98970, 98971, 98972, G2061, G2062, G2063, G0071, G2010, G2250, G2251, G2252) are now eligible for reimbursement. The GQ modifier is now an eligible billing modifier for telemedicine services.
Action Required
By December 31, 2025: (1) Billing team must update billing system to recognize CPT codes 98966, 98967, 98968, 98970, 98971, 98972 and HCPCS codes G2061, G2062, G2063, G0071, G2010, G2250, G2251, G2252 as eligible for reimbursement under Independence Blue Cross Commercial plans (change from 'not eligible' to 'eligible'). (2) Configure system to accept GQ modifier as valid for telemedicine claim submissions. (3) Verify that G0508 and G0509 retain their current coverage status in the system. (4) Providers must document telemedicine delivery method (two-way audio/video, two-way audio, or asynchronous) on all claims. (5) Update encounter forms and EMR templates to include required modifier (GQ) and place of service coding for telemedicine visits. (6) Communicate to all providers that telemedicine is now covered across all specialties at same standard of care as in-person visits. Failure to apply GQ modifier and correct coding will result in claim denials.
