Texas is transitioning from STAIRS to a new STEPS system for cost reports and GA-46 reporting, with phased rollout beginning February 2, 2026. Providers must verify and update their email addresses in PEMS to ensure proper access to the new system.
Action Required
Before February 2, 2026: Billing team and administrators must verify that the primary email address in PEMS is current and update the secondary email address to serve as the PEMS enrollment contact. Coordinate with PEMS administrators to make email updates since only they can modify addresses in the system. Allow two business days after email changes for STEPS to reflect updates. Primary Entity Contacts (PECs) must be prepared to forward cost report emails to appropriate contacts within their organization.
