Primary Entity Contacts must register in STEPS and ensure their email addresses match between the PEMS system and STEPS, or cost reports will not populate properly.

By March 2, 2026: Primary Entity Contacts for applicable Medicaid providers must register for STEPS system access and verify their email address in PEMS matches their STEPS registration email. Update PEMS email address following Step 5 on page 10 of the STEPS User Guide if needed. Assign Financial Contacts and Cost Report Preparers in STEPS. Failure to submit/certify cost reports can lead to financial penalties.
