Summary

Blue KC is implementing multiple policy changes effective November 1, 2026: (1) Inpatient Readmissions Payment Policy now bundles readmissions within 15 calendar days of discharge to the same health system into a single payment rather than providing separate reimbursement; (2) Five new Highmark medical policies and multiple pharmacy policy updates take effect covering orthotic devices, prostheses, robotic systems, and various medications; (3) Electronic prior authorization (ePA) enhancements will roll out across all lines of business effective January 1, 2027. Additionally, Blue KC and Highmark's affiliation (closed March 31, 2026) is underway with no immediate operational changes to members or providers.

Action Required

Before Nov 1, 2026
IMMEDIATE ACTIONS REQUIRED (Multiple Effective Dates): By November 1, 2026: - Billing team must update claim submission logic to combine and reimburse readmissions within 15 calendar days of prior discharge to the same health system as a single payment per hospital contractual agreement, rather than submitting separate claims. This applies to all affected lines of business (Commercial, ACA QHP, Small Group, ACA JAA, FEP, Medicare Advantage). Claims submitted for related readmissions within 15 days will be subject to bundling; verify your billing system can identify related readmissions and flag them for combined reimbursement. - Compliance team and clinical leadership should review the five new Highmark-derived medical policies (Braces and Supports HMK O-8-040, Vertebral Body Tethering HMK S-279-004, Lower Limb Prostheses HMK 0-32-017, Intermittent Pneumatic Compression HMK E-91-001, Exoskeletal Robotic Systems HMK O-5-011) to understand coverage criteria and ensure prior authorization workflows align with new requirements. - Prior authorization staff must update PA systems to reflect new pharmacy policy for Tregzi (5.02.700) and changes to existing policies (5.02.527, 5.02.683, 5.02.665, 5.02.543, 5.02.564, 5.02.625, 5.02.609, 5.02.666, 5.02.682, 5.02.544, 5.02.576) effective November 1, 2026. These medications already require prior authorization; ensure criteria and requirements reflect Highmark alignment updates. By January 1, 2027: - If your EHR is FHIR-capable, contact your Blue KC Provider Account Executive to enable electronic prior authorization (ePA) workflows. This applies to all lines of business (Commercial, ACA QHP, Small Group, ACA JAA, FEP, Medicare Advantage). ePA will streamline PA submission and decision timelines, potentially reducing turnaround to seconds. - Billing and clinical staff should prepare for ePA implementation by reviewing Blue KC's upcoming technical guidance (to be provided in future newsletters) on electronic PA submission processes and patient data access workflows. ONGOING MONITORING: - Monitor Blue KC's website (Providers.BlueKC.com > Payment Policies and Medical Policies sections) for complete policy text and updates as integration advances. No comprehensive list of all policies is provided in this newsletter.
