Summary

Nebraska Medicaid has implemented an immediate temporary moratorium on enrollment of new Home and Community-Based Services (HCBS) 1915(C) waiver agency providers across five waiver programs (FSW, DDAD, CDD, AD, TBI). Currently enrolled providers may continue operations without interruption. The moratorium will remain in effect for six months with potential for extension, though access-to-care exceptions may be granted for verified service shortages in rural or underserved areas.

Action Required

Action needed
Immediately: Billing and enrollment staff must halt processing of any new enrollment applications for HCBS 1915(C) waiver agency providers in Nebraska, including applications for new locations of existing agency providers. This applies to the Family Support (FSW), Developmental Disabilities Adult Day (DDAD), Comprehensive Developmental Disabilities (CDD), Aged and Disabled (AD), and Traumatic Brain Injury (TBI) waivers managed by the Division of Disability and Aging. Notify any pending applicants that enrollment applications will not be processed during the six-month moratorium period (through approximately October 1, 2027). Redirect inquiries to DHHS Division of Disability and Aging (402-471-8501 or DHHS.DDDCommunityBasedServices@nebraska.gov) for possible access-to-care exceptions in rural or underserved counties. Maintain records of denied applications for resubmission after the moratorium lifts. This does not affect currently enrolled individual providers or existing agency providers in good standing.
