Summary
Effective December 1, 2025, Wisconsin Medicaid (BadgerCare Plus) now permits any Medicaid-enrolled provider acting within their scope of practice to prescribe, refer, and order medical services and drugs—not just physicians. This significantly expands prescribing and ordering authority to nurse practitioners, physician assistants, psychologists, occupational/physical therapists, speech-language pathologists, and other licensed providers. Billing teams must update systems to recognize these expanded provider types as authorized prescribers and referrers for covered services.
Action Required
By December 1, 2025: (1) Billing team must update the billing system to recognize all eligible provider types (NPs, PAs, psychologists, occupational/physical therapists, SLPs, etc.) as authorized to prescribe, refer, and order medical services and drugs under Wisconsin Medicaid; (2) Remove any hard-coded system rules that restrict prescribing/ordering authority to physicians only; (3) Update encounter forms and templates to allow these provider types to generate orders and referrals; (4) Train front-desk and clinical staff that prescriptions and referrals from expanded provider types are now valid for reimbursement; (5) Ensure all submitted claims include proper documentation of the ordering provider's credentials and scope of practice authorization per Wis. Admin. Code § DHS 106.02(9); (6) Contact MCOs serving your practice to confirm their implementation of this policy, as managed care organizations must provide at least the same benefits as fee-for-service. Claims submitted without recognition of expanded provider authority or without proper documentation will be denied and subject to recoupment.
