Summary

Wisconsin Medicaid is implementing significant changes to Prenatal Care Coordination (PNCC) provider enrollment, staffing, and service requirements effective June 1, 2026. Key changes include removal of HMOs and private case management agencies as eligible providers, new background check and ownership verification requirements, expanded qualified professional qualifications (including doulas and health educators), new care coordinator training mandates, and expanded noncovered services (goods, supplies, personal care, home health, respite services). Billing teams must verify provider eligibility and update claims processing to reflect newly excluded provider types and noncovered services.

Action Required

Action needed
By June 1, 2026: (1) Billing team must update provider eligibility verification system to exclude HMOs, private case management agencies, and individual nurses (RNs/NPs) from PNCC billing. Claims submitted by these provider types will be denied. (2) Update claims processing to deny or reject line items for newly noncovered PNCC services: goods and supplies, personal care services, home health services, supportive home care, and respite services. (3) Verify all current PNCC providers have completed updated enrollment requirements including background checks, ownership attestation, and qualified professional credentials per new standards. (4) Update billing system rules to ensure PNCC care coordinators are age 18+ and have documented PNCC-specific training before claims are processed. (5) Billing team must cross-reference claims with provider demographic maintenance records to confirm hiring/termination reporting was completed within 10 business days. Non-compliant providers' claims should be queried or denied until compliance is verified. (6) Before June 1, 2026: Train billing staff on new provider categories (home visiting programs now eligible) and expanded qualified professional types (doulas, health educators with specific credentials, licensed clinical social workers, non-nurse midwives). Failure to implement these changes will result in claim denials for ineligible provider types and noncovered services.
