Maryland Medicaid is lifting the moratorium on new behavioral health provider enrollments for 14 rural counties effective July 1, 2025, while extending the moratorium for another 6 months in 10 urban counties including Baltimore and Montgomery County. This affects new enrollment applications for Psychiatric Rehabilitation Programs, Partial Hospital Programs, and Intensive Outpatient Treatment Programs.

Effective July 1, 2025: Behavioral health providers with licensed physical addresses in the 14 lifted moratorium counties (Allegany, Calvert, Caroline, Cecil, Charles, Dorchester, Garrett, Kent, Queen Anne's, Somerset, St. Mary's, Talbot, Wicomico, Worcester) may resume submitting new Maryland Medicaid enrollment applications for PRP, PHP, and IOP services. Providers in the 10 extended moratorium counties must continue to wait until January 1, 2026 for new enrollments.
