Summary

The TULIP (Long-Term Care Regulation) application system is being replaced with a new Licensing, Permit, and Inspection (LPI) platform. This affects Nursing Facility (NF) applications, Medication Aide (MA) certifications, and Expedited Life Safety Code (ELSC) inspection requests. The transition occurs in two phases with scheduled system downtime: NFs/ELSC on October 24, 2026, and MAs on October 31, 2026.

Before Oct 24, 2026
By October 23, 2026 at 7 p.m.: Ensure all pending NF and ELSC inspection requests are submitted through TULIP before system shutdown. By October 30, 2026 at 7 p.m.: Submit all MA certification applications through TULIP before shutdown. Beginning October 24, 2026: Transition to the new LPI platform for NF and ELSC applications; familiarize billing and administrative staff with the new interface. Beginning October 31, 2026: Transition MA applications to LPI. Although requirements remain similar, staff should review LPI documentation and user interface changes from https://www.tmhp.com/news/2026-09-14-tulip-changes-coming-soon as details become available. Failure to transition may delay licensing, permits, or inspections.
