Summary
Effective October 1, 2026, Nebraska Medicaid eligibility for noncitizens will be significantly restricted. Noncitizens without green card status in categories such as refugees, asylees, parolees, VAWA applicants, trafficking victims, and others will lose Medicaid coverage, even if currently enrolled. Billing teams must identify affected patients before the cutoff and prepare for coverage terminations and claim denials for ineligible members on or after October 1, 2026.
Action Required
By September 30, 2026: Billing team must audit all active Medicaid patients to identify noncitizens in affected immigration categories (refugees, asylees, parolees, VAWA applicants, trafficking victims, individuals with conditional entry, non-US-born Native Americans, and others without green card status). Update patient eligibility records in billing system to flag coverage termination effective October 1, 2026. Notify providers to avoid scheduling new Medicaid services for these patients after September 30, 2026. Front desk staff should verify immigration status at check-in before October 1 to prevent claim denials. Claims submitted for ineligible noncitizens on or after October 1, 2026 will be denied. Exception: Lawfully present pregnant women and children under 19 in these categories retain coverage if all other eligibility requirements are met.
