Summary

Blue Cross and Blue Shield of Vermont will systematically enforce National Drug Code (NDC) billing rules for pharmacy claims processed on or after October 30, 2026. Claims that previously were accepted may now be denied if they do not comply with NDC, Unit of Measure, and Quantity billing requirements that have been in place since September 1, 2016. The billing team must audit and correct claim submissions now to avoid future denials.

By October 30, 2026: Billing team must immediately audit all pharmacy claim submissions to ensure compliance with NDC billing rules, Unit of Measure, and Quantity requirements. Review current billing software configuration to verify NDC format, Unit of Measure codes, and Quantity fields are being populated correctly on all pharmacy claims. Consult the FAQ on Blue Cross VT's website for specific NDC billing requirements and standards. Test corrected claim submissions in the billing system before the October 30 enforcement date. After October 30, 2026, any non-compliant pharmacy claims will be systematically denied.
