Summary

Effective December 1, 2024, CMS eliminated mandatory quarterly Medicare Credit Balance Reports (CMS-838) for hospital providers. Providers now only need to submit credit balance reports when overpayments actually occur, and zero-balance certifications are no longer required.

Immediately: Billing team should stop preparing quarterly Medicare Credit Balance Reports (CMS-838) and zero-balance certifications. Update overpayment procedures to submit reports only when overpayments occur by mailing to MIVS, P.O. Box 8355, Columbia, SC 29202-8355 or faxing to (803) 462-2582.
