Summary
Oregon Health Authority has implemented emergency changes to Hospital Presumptive Eligibility (HPE) processes for Oregon Health Plan (Medicaid) coverage. Applicants may now apply by phone without face-to-face interviews, hospitals may accept verbal signatures, and existing HPE coverage will not be terminated for failure to complete full applications or application denials. These changes remain in effect until further notice as part of Oregon's COVID-19 response.
Action Required
Immediately: All HPE application processors must update their processes to accommodate phone-based applications. Specifically: (1) Conduct verbal determinations by reviewing OHP 7260 application information with applicants over the phone; (2) Obtain verbal signatures by asking applicants to confirm accuracy, then document 'signature obtained verbally' in the signature line; (3) Mail approval or denial notices to applicants rather than requiring in-person delivery; (4) Maintain all other processes as normal, including HPE end dates and full application due dates. Front desk and eligibility staff should update intake procedures to offer phone applications. Do NOT terminate existing HPE coverage for applicants who fail to submit full applications or receive application denials. If questions arise, contact HPE.program@dhsoha.state.or.us. Failure to implement these changes may result in applicants being unable to access coverage during the emergency period.
