Summary

Oregon Health Plan (OHP) temporarily allows NEMT (non-emergent medical transportation) drivers to continue service with expired Oregon DMV driver licenses and vehicle registrations if they expired between March 18, 2020 and October 1, 2020 due to COVID-19 pandemic closures. Affected drivers must renew credentials before the moratorium expires. This is a COVID-19 relief measure that does not waive other provider requirements (training, insurance, background checks, credentialing).

REQUIREMENTS: Before October 1, 2020: Billing/operations team must: 1. Identify and document all NEMT drivers currently serving OHP members with expired Oregon driver licenses or vehicle registrations that expired between March 18, 2020 and October 1, 2020 2. Maintain this list in credentialing records and billing system 3. Require these drivers to renew their expired credentials before October 1, 2020 4. Verify renewal completion and update driver qualification status in billing system 5. Ensure records are current before the moratorium ends If Oregon DMV extends the moratorium past October 1, 2020: Automatically extend the driver compliance deadline to match the new DMV moratorium end date. Note: This flexibility applies ONLY to expired credentials from the specified COVID-19 closure period. All other provider requirements (insurance, background checks, training, safety equipment) remain mandatory. Failure to ensure driver credential renewal by the deadline could result in drivers becoming ineligible to bill OHP transportation services.
