Summary
Oregon Health Authority is deferring enforcement of the 14-day service authorization timeframe for Health-Related Social Needs (HRSN) Housing Supports through April 30, 2025. CCOs must continue processing requests as expeditiously as possible but cannot deny claims solely based on timeframe expiration during this period. This temporarily relaxes authorization deadlines while OHA addresses capacity and documentation barriers.
Action Required
Through April 30, 2025: Billing and prior authorization teams must update internal denial protocols to ensure HRSN Housing Supports requests are NOT denied or partially denied due to expiration of the 14-day (or extended 28-day) service authorization timeframe. Update denial reason codes and appeal templates to reflect this temporary deferral. Train authorization staff that timeframe violations are not valid denial reasons for housing requests received through April 30, 2025. Continue processing all housing authorization requests as expeditiously as possible. Any denials must cite clinical or administrative reasons OTHER than timeframe expiration. After May 1, 2025, revert to standard 14-day authorization requirements unless OHA issues further guidance.
