Summary

Oregon Health Authority (OHA) extends the enforcement deferral for HRSN Housing Supports service authorization timeframes through July 31, 2025. CCOs are no longer required to meet the standard 14-day decision timeframe (plus possible 14-day extension) for routine housing requests received by this date, though they must still process requests expeditiously. CCOs may only deny requests based on eligibility criteria, not timeframe expiration, during the deferral period.

Specifically: (1) Remove automated timeframe-based denial triggers from billing/authorization systems for housing service requests; (2) Ensure denials are documented only when based on service eligibility criteria, not timeframe expiration; (3) Update member communication templates to reflect that housing authorization decisions may take longer than 14 days during the deferral period; (4) Train authorization staff that the 28-day maximum (14+14) does not apply to requests received through July 31, 2025. Document all housing authorization decisions and timelines for OHA's data collection survey. Failure to comply may result in claim denials being reversed or regulatory findings during audits.
