Oregon's 1115 Waiver HRSN program is delaying and restructuring nutrition and housing benefit implementations. Housing supports (moving assistance, rent/utilities transfer) are withdrawn from the 2026 contract requirement. Fruit and Vegetable and Pantry Stocking benefits are delayed to no sooner than March 1, 2026, with rate increases pending and a provider network model replacing the EBT card approach.

Action Required

Action needed
No immediate billing system changes required. Billing teams should monitor for future guidance from Oregon Health Authority regarding HRSN benefit administration starting March 1, 2026 or later. No claims processing updates are needed at this time due to the withdrawn and delayed requirements. Flag this policy for Q1 2026 review when OHA provides implementation details for Fruit and Vegetable and Pantry Stocking benefits. Coordinate with contracting/compliance teams on any 2026 CCO contract modifications.
