Summary
Oregon Health Authority clarified that Health-Related Social Needs (HRSN) rent and utility assistance cannot duplicate HUD Housing Choice Voucher (HCV) payments for prospective costs, but HCV recipients may receive HRSN assistance for past-due rent/utilities if eligible. HRSN support is not counted as income for HCV eligibility purposes. This policy is effective July 1, 2025, for all new HRSN authorizations.
Action Required
By June 30, 2025: Billing and eligibility teams must implement new HRSN authorization screening procedures. (1) Update HRSN intake/authorization workflows to verify HCV recipient status before approving prospective rent/utility assistance—denying HRSN for future costs if HCV is active. (2) Configure system to allow HRSN past-due rent/utilities as one-time arrears payment for HCV recipients meeting HRSN eligibility criteria. (3) Ensure billing system does not count current or prior HRSN support as income when processing HCV applications or recertifications. (4) Train authorizers and billing staff on the three-part clarification (prospective ineligibility, arrears eligibility, non-income treatment). (5) Flag all existing HRSN authorizations dated on or before June 30, 2025, as grandfathered—no retrospective changes required. Failure to implement these controls will result in duplicate funding violations with HUD and potential program compliance issues.
