Oregon CCOs now have an extended 42-day timeframe (instead of the standard 28 days) to make authorization decisions for Health-Related Social Needs (HRSN) Housing Supports requests received through October 31, 2025. Starting November 1, 2025, a new documentation requirement takes effect requiring lease agreements or verification forms signed by both landlord and member. CCOs cannot deny requests after 42 days if they haven't completed review and member notification.

This applies only to requests received through October 31, 2025. Before November 1, 2025: Update authorization workflows and member communication templates to reflect the new documentation requirements (signed lease, landlord/tenant verification form, or written rental agreement). Ensure all staff processing HRSN Housing Supports requests understand that denial is not permitted after 42 days if review/notification has not been completed. Document reasonable collection attempts if information cannot be obtained. Note: This change does NOT extend service delivery timelines—only authorization decision timelines.
