Summary
Oregon Health Authority (OHA) has consolidated two separate CY 2025 Attestation submissions for Qualified Directed Payments (QDPs) within CCO Payment Rates into a single attestation due September 30, 2025. CCOs no longer need to submit an initial attestation by March 31, 2025, or an updated attestation by September 30, 2025—only one consolidated submission is now required by the September 30 deadline. This change was triggered by federal approval of dental directed payments.

By September 30, 2025: Coordinated Care Organizations (CCOs) must submit a single consolidated Attestation of compliance with QDPs within CCO Payment Rates requirements to OHA. This attestation should cover all Provider contracts (new and updated) and serve as the initial attestation. Medical billing teams at healthcare practices contracting with Oregon CCOs should: (1) Verify with their CCO leadership that the consolidated attestation submission will occur by the deadline; (2) Ensure all provider contracts and payment rate documentation are current and available for CCO attestation purposes; (3) Confirm no separate initial or updated attestations are required beyond this single submission.
