Summary
Oregon Health Plan (Medicaid) is requiring all Coordinated Care Organizations (CCOs) to submit retroactive authorization data for HRSN rent and utility services (procedure codes H0043 and H0044) authorized between November 1, 2024 and September 30, 2025. This is a one-time data collection request to track compliance with 28-day authorization and 4-week service delivery timeframes, with submission due by November 24, 2025 through the contracts deliverable portal.

By November 24, 2025: Billing and operations teams must compile and submit all HRSN service authorization data for rent and utility services (H0043 and H0044) covering the period November 1, 2024 through September 30, 2025. For each authorized member, extract and format: (1) unique member ID, (2) procedure code (H0043 or H0044), and (3) date of authorization (approval date). Submit the formatted data through the contracts deliverable portal under the deliverable titled 'Health-Related Social Needs (HRSN) Service Authorization Data Request.' Use the member ID lists provided by OHA (expected by October 13, 2025) as a reference tool, but ensure all authorized members during this period are included regardless. Failure to submit complete and accurate data by the deadline may result in compliance issues with the Oregon Health Plan 1115 Waiver.
