Summary
Oregon Health Authority is waiving select Value Based Payment (VBP) requirements for CY 2026 CCO contracts, including annual VBP targets, expansion requirements, mandatory PMPM payment increases for PCPCHs, and certain reporting/workgroup participation obligations. CCOs must continue making base PCPCH PMPM payments and submitting PCPCH worksheet data, but no longer need to submit full VBP questionnaires, participate in OHA workgroup meetings, or meet previous annual VBP targets.
Action Required
For CY 2026: Billing and contracting teams should verify all Oregon CCO contracts to confirm elimination of VBP annual targets and confirm that PCPCH PMPM payment increases are NOT required. Continue submitting only the PCPCH worksheet portion of the VBP Data Template (other worksheets now optional). Discontinue submission of VBP Questionnaire and attendance at OHA-coordinated VBP workgroup meetings. Continue submitting VBP data via APAC Payment Arrangement Files.
