Summary
HHSC has transitioned Texas Medicaid financial compliance reporting to a new web-based system called STEPS (State of Texas Electronic Provider System). Beginning July 20, 2026, providers must ensure their Primary Entity Contact (PEC) email address in PEMS matches their STEPS registration email, or financial compliance reports will not populate in the system.
Action Required
Before July 20, 2026: (1) Verify that your practice's Primary Entity Contact (PEC) email address registered in the Texas Medicaid Provider Enrollment and Management System (PEMS) exactly matches the email address you will use to register in STEPS. (2) If the PEC email needs updating, follow Step 5 on page 10 of the STEPS User Guide in PEMS—HHSC cannot make this change on behalf of providers. (3) Contact your PEC, Financial Contacts (FCs), and Financial Compliance Report Preparers to acquire STEPS system access immediately. (4) For system access issues or questions, contact HHSC at 1-737-86-STEPS (78377), submit a ticket in STEPS, or email costinformationpfd@hhs.texas.gov. Failure to align email addresses will prevent financial compliance reports from appearing in STEPS, potentially delaying or blocking report submissions.
