Summary
Aetna's Early Intervention Programs policy (CPB 0444) clarifies coverage for developmental screening and therapeutic services for children birth to age 3 with developmental delays. Specific speech/language evaluation codes (92521-92524) are not covered under this policy, but related developmental screening, testing, and therapeutic procedure codes may be covered when medically necessary. Billing teams must verify eligibility based on state mandates and plan sponsor provisions, as coverage varies by state and individual plan design.
Action Required
By July 1, 2026: Billing team must verify Aetna member eligibility for early intervention services by confirming whether the individual's plan includes coverage under state mandates or plan sponsor provisions. CPT codes 92521, 92522, 92523, and 92524 (speech fluency and sound production evaluations) are NOT covered under this policy and should be flagged for denial if billed for eligible developmental delay conditions. Related codes 92507, 92508, 96110-96113, 97110-97546, 99381, 99382, 99391, 99392, and 99510 may be covered when clinically appropriate; verify each claim against member's specific plan design. HCPCS codes S0302, S9123, S9124, S9128, S9129, S9131, T1000-T1003 are not covered per policy; G0451 may be covered. Update billing system to apply appropriate denials or prior authorization requirements based on state-specific mandates. Document in claims processing notes that coverage requires IFSP (Individual Family Service Plan) documentation for children birth to age 3 with documented developmental delays or biological predisposition to delay. Claims submitted without proper state/plan verification will result in denials.
