Summary
HHSC has released the preliminary SFY 2027 Nursing Facility Liability Insurance Add-on Rate (NFLAR) Awarded List. Nursing facilities must have submitted a liability insurance attestation by July 31, 2026 through the STEPS portal to receive liability insurance rate add-on payments for the upcoming rate year (Sept. 1, 2026 – Aug. 31, 2027). Beginning in SFY 2027, attestations are now processed exclusively through STEPS; fax, mail, and email submissions are no longer accepted.

This policy requires action from NURSING FACILITY PROVIDERS, not typical medical billing teams at healthcare practices. However, if your practice operates or bills for nursing facilities: (1) By July 31, 2026 (DEADLINE PASSED): Nursing facility providers were required to submit liability insurance attestation through STEPS portal during the July 1-31, 2026 enrollment period. (2) Immediately: If your practice manages nursing facility billing, verify that the facility name appears on the published SFY 2027 NFLAR Awarded List on the PFD website. (3) For rate year Sept. 1, 2026 onward: Ensure billing system is configured to include approved liability insurance add-on payments in reimbursement calculations. (4) Document in billing records which facilities have received NFLAR add-on approval to reconcile actual payments received. CONSEQUENCE: Nursing facilities that failed to submit attestations by the deadline will not receive liability insurance rate add-on payments for SFY 2027.
