Summary

Texas Medicaid is launching a new PASRR Plan of Care form in the LTCOP portal effective September 1, 2026. Local intellectual and developmental disability authorities (LIDDAs) will use this form to create plans of care for Medicaid-eligible individuals with IDD in nursing facilities, with autofilled fields and automated habilitation coordination service unit authorization requests.

This policy does not directly affect medical billing workflows for healthcare practices. The change applies to LIDDAs (local disability authorities) and their use of the TMHP portal for care planning. No billing team action is required. However, if your practice coordinates with LIDDAs or processes habilitation coordination service claims through TMHP, remain aware that LIDDAs will use this new form starting September 1, 2026, and continue submitting claims through the TMHP claims management system as before.
