Summary
New York State Department of Health is requesting a five-year extension of the Section 1115(a) Medicaid Redesign Team (MRT) demonstration waiver, scheduled to expire March 31, 2027. A 30-day public comment period is now open (closes August 21, 2026) with virtual and in-person hearings scheduled. The extension proposes to continue existing Medicaid managed care programs, long-term care services, substance use disorder treatment, and Health-Related Social Needs (HRSN) services with limited amendments, including discontinuation of coverage for TANF adults and phased closure of workforce initiatives.

Upon final CMS approval (expected post-August 2026), billing teams must update systems to reflect discontinuation of TANF adult coverage and any amendments to HRSN service billing. Administrative staff should monitor the September 2026 annual report deadline and any updated guidance on the phased closure of HEALR and CPT workforce programs (phase-out period: April 1, 2027 through March 31, 2031).
