REMINDER: ICF UPL Program IGT Notification – FFY 2026, 3rd Quarter

Summary
HHSC is notifying ICF/IID providers of the FFY 2026 3rd Quarter IGT (Intergovernmental Transfer) payment requirements. Providers must schedule and transfer IGT funds through TexNet by August 5, 2026, with settlement on August 6 and expected payment release by August 17, 2026. IGT amounts are specified in Column K of the Q3 Summary Original tab on the ICF UPL Supplemental Payment Program website.
Action Required
By August 5, 2026: Finance/billing staff responsible for IGT submissions must (1) Access the ICF UPL FFY 26 file on the HHSC ICF/IID UPL Supplemental Payment Program website, (2) Locate the 3rd Quarter Maximum IGT amount in Column K of the Q3 Summary Original tab, (3) Schedule the IGT transfer in TexNet using the ICF UPL bucket designation by the August 5 deadline, (4) Execute the transfer through TexNet on or before August 5, and (5) Send a screenshot or PDF confirmation/trace sheet from TexNet to the Provider Finance Department Payments Team. Failure to complete the transfer by August 5, 2026 will result in missed IGT settlement on August 6 and delayed or forfeited quarterly supplemental payments.
