Summary
Michigan Medicaid and Healthy Michigan Plan now prohibit payment for Home Help services provided outside the United States. Previously, temporary residence outside Michigan was allowed if intent to return could be demonstrated; this clarification adds a geographic restriction requiring services be delivered within U.S. borders. Claims for Home Help services outside the U.S. will be denied and subject to recoupment.
Action Required
By August 31, 2026: Billing team must implement claim denial logic in billing software to reject any Home Help service claims with service dates on or after September 1, 2026 if the service location is outside the United States. Update Home Help provider communications and intake/verification procedures to confirm service location is within U.S. before processing claims. Flag any existing open claims for Home Help services outside the U.S. for recoupment review. Train billing staff to identify and deny out-of-U.S. Home Help claims. Failure to implement will result in claim denials and potential provider recoupments from Michigan MDHHS.
