Long Term Care Facility Bulletin 119: Annual Review of Personal Needs Allowance Account

By October 21, 2026: Long-term care facilities and chronic disease rehabilitation hospitals participating in MassHealth must submit the PNA-1 form through the online portal (MassHealthLTSS.com) with complete accounting of all Personal Needs Allowance funds held as of July 31, 2026. Submissions open September 21, 2026. Required documentation includes: (1) For MassHealth members: member name, MassHealth ID, petty cash amounts, individual bank account balances, trustee account balances, and any other held funds; (2) For non-members: petty cash and individual bank account balances using random codes (de-identified per HIPAA). All submissions must include copies of bank statements and a reconciled trustee account statement that matches the PNA-1 form totals. The facility administrator must electronically date and sign the filing. Billing/compliance teams should: (1) Alert facility administrators of October 21, 2026 deadline; (2) Verify access to MassHealthLTSS portal; (3) Ensure accurate reconciliation of all PNA accounts; (4) Compile supporting bank statements. Failure to submit by the deadline, incomplete filings, or reconciliation failures will result in MassHealth sanctions under 130 CMR 450.238, and false or misleading representations will trigger referral to the Medicaid Fraud Division in the Attorney General's Office.
