Summary
HHSC has launched the State of Texas Electronic Provider System (STEPS), a new web-based application for Medicaid financial compliance reporting. Texas Medicaid providers must ensure their Primary Entity Contact (PEC) email address is current in PEMS and register in STEPS before July 20, 2026, when FY2025 Financial Compliance Reports collection begins. Financial Compliance Reports will not populate in STEPS unless the PEC email matches between PEMS and STEPS.
Action Required
By July 20, 2026: (1) Identify the current Primary Entity Contact (PEC) for your practice using the PEC list published on the HHSC STEPS website; (2) Verify that the PEC's email address in the Texas Medicaid and Healthcare Partnership (TMHP) Provider Enrollment and Management System (PEMS) matches the email address registered in STEPS—if not, update PEMS following Step 5 on page 10 of the STEPS User Guide; (3) Ensure the PEC, Financial Contacts (FCs), and Financial Compliance Report Preparers all obtain STEPS system access as soon as possible to prepare for report submission. Note: HHSC cannot update PEC designations on behalf of providers. Failure to align email addresses will prevent Financial Compliance Reports from populating in STEPS, resulting in incomplete compliance reporting.
