REQUIREMENTS:
By July 31, 2026 (DEADLINE): Complete all IHCP screening requirements for open enrollment applications in the OMPP HCBS Certification Portal. Any applications not completing screening by this date will be denied; applicants must reapply after moratorium ends.
Immediate (upon receipt):
- Billing and credentialing teams must immediately halt submission of new HCBS provider certification applications for the 21 affected service types (Adult Family Care, Attendant Care, Behavior Management, Caregiver Coaching, Day Habilitation, Extended Services, Facility-Based Support, Family and Caregiver Training, Home and Community Assistance, Home-Delivered Meals, Music Therapy, Participant Assistance and Care, Personal Emergency Response System, Recreational Therapy, Rent and Food for Unrelated Live-In Caregiver, Residential-Based Habilitation, Residential Habilitation and Support, Respite Care Services, Structured Family Caregiving, Transportation, Wellness Coordination, and Workplace Assistance).
- Provider Relations team must notify all existing HCBS provider agencies that requests to change ownership, add new counties, or add moratorium-subject services cannot be processed until after the moratorium period ends (approximately February 1, 2027).
- Update internal credentialing checklists and provider enrollment workflows to flag the five affected waivers (PathWays, H&W, TBI, CIH, FS) and services as blocked.
- Inform clinical teams that 17 non-moratorium HCBS services (Adult Day Services, Assisted Living, Case/Care Management, Benefits Counseling, Career Exploration and Planning, Community Transition, Home Modification, Integrated Health Care Coordination, Nutritional Supplements, Occupational Therapy, Pest Control, Physical Therapy, Prevocational Services, Psychological Therapy, Remote Supports, Specialized Medical Equipment and Supplies, Speech/Language Therapy, Structured Day Program, Supported Employment, Vehicle Modifications) remain available for enrollment and billing.
For affected provider agencies seeking exceptions:
- Providers must submit exception requests to OMPPProviderRelations@fssa.in.gov with narrative documentation explaining how the exception addresses a specific access concern and meets all provider qualification requirements. Billing team should maintain record of exception requests and their status.
Consequences of inaction: New provider certifications will be denied; existing provider expansion requests will be rejected; claims for newly enrolled providers will be denied; the practice may face member access issues for HCBS services if expansion is needed.
