Summary
Effective January 1, 2026, New Mexico providers must include the service-rendered address (where services were actually performed) on all claims submitted for gross receipts tax (GRT) reimbursement under SB 249. This address may differ from the billing address. Failure to populate this field will result in incorrect GRT calculation and reimbursement.
Action Required
By August 31, 2026: Billing team must update all claim submission processes, billing software, and encounter forms to capture and require the service-rendered address (facility, clinic, or office location where services were actually delivered) as a mandatory field separate from the billing address. This applies to all New Mexico claims. Train all billing and clinical staff on the distinction between service-rendered address and billing address. Update claim submission procedures to verify this field is populated before claims are sent. Failure to include the service-rendered address will result in miscalculated GRT rates and incorrect reimbursement from Blue Cross Blue Shield New Mexico.
