Summary
Starting October 30, 2026, Blue Cross Blue Shield will begin opening questionnaires in the e-referral system for select procedures for FEP (Federal Employee Program) commercial plan members. These questionnaires will be used to support prior authorization determinations and utilization management decisions. This change does not apply to Blue Care Network federal employee coverage.
Action Required
By October 30, 2026: Billing and authorization teams must prepare for questionnaire-based prior authorization submissions for FEP commercial plan members. (1) Review the BCBSM Procedure Codes for Prior Authorization document to identify which procedure codes require prior authorization for FEP members. (2) Update internal workflows and staff training to ensure providers complete questionnaires in the e-referral system when submitting prior authorization requests for affected procedures. (3) Coordinate with providers to ensure familiarity with the new questionnaire process and completion requirements. (4) Test access to the e-referral system questionnaire functionality before the effective date. Failure to properly complete questionnaires may delay or result in denial of prior authorization requests for FEP commercial plan members.
