Summary
HHSC has launched STEPS, a new web-based system for Medicaid financial compliance reporting in Texas. The SFY 2025 Financial Compliance Report (FCR) collection opens July 20, 2026, with a due date of September 18, 2026. Completion is voluntary for most providers, but all primary contacts, financial contacts, and cost report preparers must complete mandatory web-based training before accessing the system.

By September 18, 2026: Determine if your practice is required to submit an SFY 2025 Financial Compliance Report by reviewing the PFD Financial Compliance Report and Applicable State Fiscal Year Cost Report Collection Cycle schedule. By July 20, 2026: Identify all primary entity contacts, financial contacts, and cost report preparers who will need STEPS access. Ensure these staff members complete the mandatory SFY 2025 FCR web-based training module available in STEPS before they attempt to prepare, act on, or certify any FCR. Register for STEPS access via the pre-identified registration list or external IAM Online registration process. Bookmark the STEPS webpage for ongoing updates, user guides, and FAQs. If your practice delivers CPC services exclusively, note that FCR submission is not required, but if you deliver other services subject to payment adequacy reporting, an FCR may be submitted if requested.
