Summary
Tribal Federally Qualified Health Centers (FQHCs) can now bill for psychological associate services at the All-Inclusive Rate (AIR) when provided under the supervision of a licensed clinical psychologist. The supervising psychologist's NPI must be included on UB-04 claims as a rendering practitioner. This policy is retroactively effective to January 1, 2025, and applies to qualifying Tribal FQHC visits.
Action Required
By August 16, 2026: Billing team at Tribal FQHC providers must update billing workflows to allow psychological associate services to be billed at the All-Inclusive Rate (AIR). Ensure that claims include the supervising licensed clinical psychologist's NPI listed as a rendering practitioner on the UB-04 claim form. Verify all psychological associate services meet Tribal FQHC visit requirements and comply with clinical, documentation, and supervision standards. Review current billing processes against the requirements in State Plan Amendment 25-0009. Do not bill psychological associate services without proper supervision documentation and the supervising psychologist's NPI. Monitor for provider manual updates from Medi-Cal (forthcoming) for additional guidance on billing code sets and claim submission procedures.
