Summary
HHSC has launched the State of Texas Electronic Provider System (STEPS), a new web-based application for Medicaid financial compliance reporting. Beginning July 20, 2026, providers must use STEPS to submit fiscal year 2025 Financial Compliance Reports. The Primary Entity Contact (PEC) designation is based on the email address registered in both PEMS and STEPS, and mismatches will prevent reports from populating in the system.
Action Required
Before July 20, 2026: (1) Verify the Primary Entity Contact (PEC) email address currently listed in PEMS matches the email address that will be used to register in STEPS. (2) If the PEC email needs to be updated, follow Step 5 on page 10 of the STEPS User Guide to update it in PEMS. (3) Ensure the PEC, Financial Contacts (FCs), and Financial Compliance Report Preparers obtain STEPS system access as soon as possible by registering with their correct email addresses on the HHSC STEPS website. (4) Designate all necessary Financial Contacts and Report Preparers through the system. Failure to align email addresses between PEMS and STEPS will result in Financial Compliance Reports failing to populate in STEPS, preventing timely submission.
